NOTICE OF MOTIONS
6 Notice of Motion submitted by Councillor Fotheringham and Councillor Hughes
"Council reaffirms its commitment to have the North Lanarkshire Council area designated a nuclear free zone and its opposition to the transportation of nuclear weapons on our roads and rail networks, on moral and safety grounds. 

Council reaffirms our commitment to Nuclear Free Local Authorities which campaigns for renewables and against nuclear power.  Council will also investigate membership of Mayors for Peace, an initiative started by the Mayor of Hiroshima and which exists to “raise international public awareness about the need to abolish nuclear weapons, contribute to world peace by working to eliminate starvation and poverty, support human rights, protect the environment, and solve problems that threatened peaceful coexistence between families.”

Council will, through its Resilience Division, seek to undertake & regularly update risk assessments as required.  The Resilience Division will also ensure that representatives of all relevant emergency services are included in this"
7 Notice of Motion Submitted by Councillor McManus and Councillor McCluskey
"North Lanarkshire Council acknowledges the recent art exhibition hosted by the Glasgow Modern Art Gallery showing street art by Banksy. 
 
Council recognised the effect street art can have on people's mental health, the benefit to local areas and the vibrant and colourful characteristics it can bring to communities. 
 
The Council will work with local Community Councils, residents' groups and local primary and secondary schools via the Community Boards to help highlight potential sites for localised street art. Council will also work with local artists interested in creating murals and displays via the Community Board"
8 Notice of Motion submitted by Councillor Crichton and Councillor Brennan
"Council acknowledges the need, on occasion, for business sensitive information and discussions to be made secure, and that this in turn will result in members of the Public and Press being excluded from certain restricted Council Meetings or part thereof. 
 
However, to provide transparency and promote public confidence, Council should maintain records of the content of restricted Meetings. 
 
Council therefore agrees that all future restricted Meetings, which exclude Public and Press attendance (in part or full), should be video recorded, in the usual manner, and the footage should be retained by a relevant Officer. 
 
Council accepts that Meeting recordings would only apply to those meetings where recording technology is currently available.
 
Recording of restricted meetings will be made available to all Elected Members, individually, as a Group, or as a full Council, on request. 
 
Access to the recording(s) should be time-bound and restricted to a period of 72 hours, following which access would then cease. Further requests for additional time can then be made to the relevant Officer and no unreasonable barrier should be placed on Elected Members which would impede access. This information access request facility should be available to Elected Members on an ongoing basis, and with immediate effect.
 
Enabling Elected Members to review historical comment and points of reference is essential, and in doing so increases public confidence in due process. 
 
Council should recognise this Motion as essential in maintaining high standards of public scrutiny as would be expected by the residents of North Lanarkshire"
