“This Council acknowledges the low uptake of the current housing downsizing incentive scheme, which has thereby not freed up larger properties for families in need.
Recognising the ongoing demand for larger family homes and the benefits of optimizing housing allocation, this Council will explore alternate options to the existing downsizing incentive. Specifically, it will consider the cost and feasibility of increasing the incentive from £1,500 to £3,500.
The purpose of the proposed adjustment is to further motivate eligible residents to participate in the scheme, thereby improving the availability of larger homes for families and contributing to more efficient use of our housing stock.
The Council instructs the relevant departments to bring forward a report which encompasses funding options to a future meeting of the Housing Committee”

“Council understands all Council members are elected to represent the will of the electorate.
Council believes in an inclusive working environment involving all members of the Council.
Council notes the concern raised by Council members on the current budget setting process.
Council therefore agrees the Council administration will publish a copy of their budget proposal no later than 2 weeks prior to the official budget date set by the Council each year; this will provide the opportunity for all Council members to negotiate and prepare amendments prior to the budget setting date.
Council agrees this process will facilitate a more representative budget putting the wishes of people of North Lanarkshire first”

“Council understands the Leader of the Council is responsible for the vision, policies, strategies and consequent decisions of the whole council.
Council Notes the duties of the Leader of the Council include:
- Ensuring the council develops and maintains a vision for the whole of North Lanarkshire and exercising leadership in all decision-making processes to support that vision.
- As the primary representative of the council, promoting the Council's vision for North Lanarkshire and the policies and programmes adopted by the council
- Co-ordinating the work of all conveners within the Council to ensure the effectiveness of the council as a whole and ensuring that the exercise of all of the powers of the council and delivery of all of the services for which the council is responsible best contributes to the corporate objectives of the Council
- Community leadership and overseeing effective relationships with partner organisations
- Promotion of an inclusive working environment involving all members of the council and in developing and encouraging effective working relationships
This Council believes in transparency and accountability and agrees members of the Council should have the opportunity to question the Leader of the Council on their duties.
This shall be facilitated by questions being submitted to the Chief Executive in line with the procedure for Questions to Council and will appear as an item of business on the agenda for that meeting. The Leader of the Council will provide the response orally with the opportunity for the council member to ask a supplementary”

“Council understands that Conveners act as spokespersons for the council for the service overseen by the committee they chair.
Council notes the responsibilities of Conveners include:
- acting as a link between the members of the council and council officers to ensure that decisions are made to meet the aims and priorities of the council
- acting as a spokesperson for the council for the services overseen by the committee they chair
- exercising leadership to ensure that decisions are made in line with corporate council policies and individual service policies
- advising council officers in formal consultations on delegated powers or in taking other decisions at times when it is not possible to refer the matter for formal decision making by the Council
- liaising closely with senior officers responsible for the services which relate to the committee they chair to ensure an effective working relationship and to support an inclusive working environment
This Council believes in transparency and accountability and agrees members of the council should have the opportunity to question Conveners on their duties. This shall be facilitated by questions being submitted to the Chief Officer (Legal and Democratic) no later than 10 working days in advance of each committee meeting and will appear as an item of business on the agenda for that meeting. The Convener will provide the response orally at the committee meeting with the opportunity for the committee member to ask a supplementary”

“Council agrees to complete a review of the Housing Allocation points system; believes that the policy of only giving one household resident Health points may be discriminatory against those families who have more than one member with health conditions; understands that preparations were being made for a review in 2022 which were subsequently cancelled, with the costs being met from existing HRA budgets; agrees that this review will be carried out under those parameters and that the results of the review be reported to the first available meeting of the Housing Committee for approval.”

"With the recent changes to the qualifying distance threshold for secondary school transport, the Education service is asked to provide an update, to the next available Education, Children and Families Committee, on what safeguards are in place to ensure those children with medical conditions which would prevent them from walking to school are protected. This would also include the considerations for those children undergoing assessment and not fully diagnosed."

“Council acknowledges the anxiety of residents across the authority about the safety of the ‘Shawhead flyover’ of the A725, following a tragic fatal accident on the junction on 18 July 2024.
Council expresses its concerns that the methodology used by Transport Scotland to record incidents on the junction significantly understates the regularity of incidents at the Shawhead flyover.
Council notes the reluctance of Transport Scotland to admit substantial road safety improvements to the junction, including the installation of safety cameras, on the basis of this methodology.
Council therefore requests the Council’s Roads Manager write to the Scottish Government’s Cabinet Secretary for Transport calling for the recording of incidents to be reviewed, to better reflect the profile of incidents on the Shawhead flyover”

We recognise the immense courage and resilience of those affected by the war and acknowledge the vital contributions of Ukrainian families within our communities."
