Call for the Resignation of Provost Kenneth Duffy
This Council notes the findings of the Standards Commission for Scotland regarding Provost Kenneth Duffy, in which it was determined that he breached the Councillors' Code of Conduct, in relation to interference in planning matters, and was formally censured for his conduct.
Council further notes that the Commission concluded that the Provost's conduct fell below the standards expected of elected members and risked bringing the office and the Council into disrepute.
Given the importance of maintaining public trust, integrity, and the highest ethical standards in civic leadership, this Council believes that the role of Provost must be held by an individual whose conduct commands full public confidence.
Accordingly, this Council:
1. Records its serious concern regarding the findings of the Standards Commission for Scotland.
2. Calls on Provost Kenneth Duffy to resign from the position of Provost in order to uphold the integrity of the office and restore public confidence in the Council.
3. In the event that the Provost does not resign, agrees to consider further appropriate steps consistent with the Council's governance procedures.
